FIFA president, Sepp Blatter, says he was surprised that Lionel Messi won the Golden Ball and expressed his appreciation for Luis Suarez's talent.
Pele, Zinedine Zidane and Ronaldo all scored decisive goals in World Cup finals, while Diego Maradona created the goal that settled Argentina's last triumph in 1986, but Messi found himself in the shadow of Maria Gotze on Sunday.
Blatter, who handed out the AC Mailand Fußballtrikot award for the best player of the tournament, admitted he was surprised to see Messi chosen ahead of players such as James Rodriguez, Arjen Robben and Thomas Muller.
"I was myself a little bit surprised when I saw Messi coming up to collect the best player of the competition," said the 78-year-old on his post-World Cup briefing on Monday.
"If you compare the beginning of the tournament and why finally the Argentina team got into the final, they were decisive and I think it was a decision (based on that)."
Blatter also spoke of his appreciation for what Messi's new teammate, Luis Suarez, can do on the pitch, while empathising over the severity of the Uruguayan's ban.

The centre-back had previously worn the number four for the Hornets, but he was surprisingly omitted from Watford's 28-man squad, thereby not officially given a number.
The defender played just twice last campaign, such was his injury record,he's been dropped by Watford and lowered in the pecking Bayern München Fußballtrikot order.
Since making the move from Sunderland, Kaboul had made just 26 appearances for the side. The 32-year-old played for Spurs in two spells, playing for Portsmouth in between.

Asensio is Real's biggest prospect but after a bright start to the season his form dipped and he was unable to command a regular place in the team. Leeds owner Ken Bates today accused Chelsea of "behaving consistently and aggressively in stealing players" from his club - and called for them to be docked Premiership points and suspended from Europe.
